Insert Date and Time: Add keyboard-shortcut to tooltip

Calling this tiny inconsistency a bug would be way out of line so I'm merely suggesting to change it. :)
This is ToDoList 8.2.4.0.

Ctrl+D is assigned to "Insert Date and Time" but it's not shown in the tooltip when hovering over the corresponding icon.
