I've been so focused on the problem that I've missed an obvious workaround:
1. Enable the preference 'Importing/Exporting > Preview results'
2. Perform a 'Tools > Export Tasks' to the HTML format you prefer
3. Print from the browser that pops up on completion

I like the idea; however I've not worked with the UDT - would you have an example for this? If it helps, I have been having good luck with Mozilla's FireFox of late.

You don't need a UDT (yet), just try following those 3 steps to see if it yields the correct result...

Attached is the choice of export (printtest1_exportmethod.jpg). The generated .html file was given a warning when I tried attaching it, so if you need it then please suggest another method for sending. I printed the FireFox (ver 119.0.1 64-bit)-generated .html file to a .pdf and attached it (printtest1.pdf).

Unfortunately, what I've suggested is your only solution.
IE seems to be broken on your machines and, without being able to reproduce the problem, there are no other workarounds I can suggest, nor fixes I can make.

Thanks much for your time on this. I am going to figure out when I can do a clean install of windows as I think that is the only way to fix this.

I identified the problem and, finally, have a solution! On a long break I did a "clean install" of Windows 11 and then started loading up programs and files. At first with TDL there was a very similar issue with the printing; however I noticed that this time not only was the bottom 1/4 missing and part of the right side too. This led me to go into the DPI settings and again try some things. When choosing "use this setting to fix scaling problems" the issue went away (!), but the GUI became "fuzzy", i.e., the 4K resolution went back a windows view from long ago. Then I finally hit on the combination of that check with choosing "override high DPI scaling behavior System (Enhanced)" and now TDL prints well and has the crisp new GUI view.
I then went to my other machine with windows 10 installed, which has the same problem, and also had IE forceably removed ("with extreme prejudice" in the old unix world
- CCleaner in this case too). I tried the "use this setting to fix scaling problems" with "override high DPI scaling behavior System (Enhanced)" and the problem still exists. I will now try (at some later time) to either DSIM/reset/reinstall the OS to see if that will fix the issue.
So, in summary for others (if anyone else out there is as bone-headed as me for this issue) -

4K windows 11 pro/4K windows 10 (x64) pro machines
IE removed (not turned off, but removed from OS)
TDL only prints 2/3 to 3/4 of each page
SOLUTION
"clean install" of Windows 11 (MS actually had the best instructions out there for this - somewhat more sensitive to needing to following directions explicitly than in the past OS versions)
[Note: In the future I'll check to see if any of the OS repairs (DSIM/OS reset/OS repairs) work without having to do the full "clean install" and report back]
change high DPI settings:
-----
check - "use this setting to fix scaling problems"
check - "override high DPI scaling behavior"
choose - "System (Enhanced)"
restart TDL
SECOND SOLUTION
Don't be so rash as to forceably remove programs as some of them do more than you think (e.g., IE's Render Engine is part of IE, even tho' IE is no longer an offered browser - doh!). Note to self: Choose more carefully before using programs like CCleaner ...
