Importing Tasks in File as substasks of Current Task

Kindly advise me on how can I Import a List of task titles existing in a text file as Subtasks of Current Task

1.using the command Line

On Trying
C:\todolist_exe\ToDoList.exe /m b:\abluc\cl6.txt

with List of Tasks in b:\abluc\cl6.txt the tasks are Imported at the top of the Current Task List rather than as subtasks of Current Task

The same problem exists on using the Tools->import tasks->File
